What this site is
learning-connection.org presents LECO, an academic platform in early access. The site is an information publication: it sells nothing, opens no account and gives access to no online service. The only form it carries is a request for early access.
Where the publisher is established
Learning Connection is a company registered in Cameroon, in the OHADA area. Its registered office, its RCCM number and its tax identifier are given above. It has no establishment in the European Union.
The information duties of Directive 2000/31/EC on electronic commerce, and of the texts that transpose it — the LCEN in France, D.Lgs. 70/2003 in Italy — bind service providers established in the Union. They therefore do not apply to this publisher, and this page does not claim them: we publish this information of our own accord, because a publicly accessible site should be able to say who publishes it, and because a reader has no other way of finding out.
The GDPR, by contrast, does apply to this site: its art. 3(2) reaches a controller established outside the Union that offers a service to people who are in it. What that entails — the legal basis, the retention period, our representative in the Union designated under art. 27, and transfers of data out of the Union — is described in the privacy notice.

This site and this notice are governed by the law applicable at the registered office given above, and any dispute falls to the courts having jurisdiction there. That clause takes from nobody the rights the GDPR gives them over their data, nor the ability to address the supervisory authority of their own country: the privacy notice says which rights, and how.
